4. Cơ quan thực hiện:
o Hợp tác xã tư vấn và hỗ trợ phát triển nông nghiệp Hạ Hòa-Phú Thọ (tên viết tắt là HaDevA) được thành lập vào tháng 01 năm 2005, do các thành viên nòng cốt của HTX đứng ra sáng lập/các sáng lập viên này gồm 3 người là những cán bộ đã hết hợp đồng làm việc cho tổ chức GRET (Tổ chức chuyển giao công nghệ - Cộng hòa Pháp .
o Hiện nay HaDevA có 1 pháp nhân gồm 12 nhân viên thuộc các chuyên môn khác nhau như : Quản lý kinh tế, Nông học, Chăn nuôi-Thú y, Lâm nghiệp, Phát triển nông thôn, Sư phạm và Quản trị du lịch. Người có kinh nghiệm làm việc lâu năm nhất là 32 năm, người ít nhất là 3 năm, loại trung bình có từ 5 đến 7 năm.
o Bộ máy quản lý của HaDevA được xây dựng theo mô hình quản lý kinh tế tập thể theo Luật HTX của Việt Nam năm 2003. Có Ban quản trị lãnh đạo, Chủ nhiệm điều hành các hoạt động, có các Nhóm chuyên môn nghiệp vụ. Các hoạt động được giám sát, kiểm tra bởi Kiểm soát viên độc lập. Nguyên tắc làm việc của HaDevA là triệt để tuân thủ Sự tham gia và quản lý công khai minh bạch

Mục tiêu của HaDevA :
Cải thiện thu nhập và đời sống, nâng cao năng lực cho cộng đồng người dân và các tổ chức địa phương, đặc biệt là nhóm người yếu thế (phụ nữ, người nghèo, người dân tộc thiểu số, trẻ em.....) trên cơ sở phát huy nội lực, tiềm năng và sự tham gia của họ, thông qua các dịch vụ tư vấn và hỗ trợ có tính chuyên nghiệp trong các lĩnh vực phát triển cộng đồng, ngành hàng, môi trường và xã hội của mình.

Ngân sách hoạt động được lấy tư các nguồn : Dự án của các tổ chức Phi chính phủ, các doanh nghiệp và sự tham gia của người dân hưởng lợi từ các dịch vụ do HaDevA cung cấp.
Ngân sách hoạt động của HaDevA lấy từ các hợp đồng tư vấn, hợp đồng tài trợ dự án, một phần từ nguồn tích luỹ của HaDevA.
Một vài dự án đã triển khai: Dự án Dialogs – Gret Pháp, Dự án hỗ trợ chăn nuôi tại Thanh Sơn –Tổ chức đoàn kết Pháp, dự án phát triển ngành hàng tre tỉnh Yên bái, Phú Thọ .
Quá trình thực hiện dự án gồm các hoạt động: Xác định nhu cầu, đánh giá hiện trạng, thành lập tổ chức nông dân và hướng dẫn hoạt động cho họ. Đưa các hoạt động hỗ trợ kèm theo (kỹ thuật, phương pháp có sự tham gia) để cải thiện tình hình, theo dõi đánh giá nội bộ bằng các công cụ, sơ kết/tổng kết khuyến nghị nhân rộng kết quả thông qua các hội thảo, hội nghị.
Nguồn tài chính thực hiện dự án lấy từ: Các tổ chức tài trợ dự án, các nguồn đối ứng từ cơ quan Nhà nước địa phương.

II. NỘI DUNG ĐỀ ÁN

1. Điều kiện kinh tế xã hội của cộng đồng :
Xã Mĩ Lương huyện Yên Lập, tỉnh Phú Thọ có tổng diện tích đất tự nhiên là 3849 ha. Các nguồn thu nhập chính của người dân là từ trồng lúa, trồng màu và cây lâm nghiệp.
Phía Đông giáp xã Tiêu Lương huyện Cẩm Khê, phía Tây giáp huyện văn Chấn Yên Bái, phía Nam giáp xã Lương Sơn huyện Yên Lập, phía Bắc giáp xã Vô Tranh huyện Hạ Hòa.
Tổng dân số 5735 khẩu, 1358 hộ, trong đó hộ nghèo có 746 hộ chiếm tỷ lệ 54%, 80 % là người dân tộc Mường. Là xã đặc biệt khó khăn, xã có 16 khu hành chính đều là khu được hưởng chương trình 135 của Chính phủ
Ba thôn được lựa chọn để tác động dự án đó là : thôn Xuân Thắng có 41 hộ tỷ lệ hộ nghèo 78 %, thôn chưa có điện lưới Quốc gia.Thôn Rường Cao có 77 hộ, tỷ lệ hộ nghèo 62%. Thôn Xe Ngà có 64 hộ có 56 % tỷ lệ hộ nghèo
Cả 3 thôn này 100 % là người dân tộc Mường, đội ngũ cán bộ thôn 90 % là Nam Giới, Phụ nữ ít được tham gia các cuộc họp (12% Phụ nữ tham gia các cuộc họp thôn- theo nguồn cung cấp thông tin của chi hội phụ nữ thôn Xuân Thắng năm 2008)

Các vấn đề khó khăn chính hiện nay của xã đó là :
- Trình độ dân trí thấp, chưa có nhà văn hóa khu và nhà họp dân.
- Chưa có hệ thống loa đài truyền thanh.
- Có rất ít nguồn kinh phí cho công tác tuyên truyền mỗi năm có khoảng 12 triệu đồng chi cho công tác tuyên truyền). Chưa tổ chức các hội nghị chuyên đề về PLDCCS mà chủ yếu lồng ghép vào các cuộc họp thôn.
- Các kế hoạch phát triển kinh tế xã hội của xã và kế hoạch của chương trình 135 đều do cán bộ chuyên môn thực hiện mà không có sự tham vấn của người dân.
- Các công trình công cộng của dự án 135 không được người dân xây dựng kế hoạch duy tu, bảo dưỡng nên bị xuống cấp nghiêm trọng.
- Mức độ thực hiện các chủ trương nghị quyết, hương ước và quy ước tại cộng đồng chỉ đạt khoảng 50 -60 % kế hoạch.
- Trình độ văn hóa và chuyên môn của đội ngũ cán bộ xã thấp (2 cán bộ đại học tại chức, 4 cán bộ trung cấp, 13 cán bộ lớp 12/12)
- Sự tham gia của người dân trong việc thực hiện các chủ trương chính sách pháp luật của nhà nước còn thấp.
- Kỹ năng vận động, lôi kéo tuyên truyền người dân tham gia vào thực hiện PLDCCS của đội ngũ cán bộ xã còn nhiều hạn chế ( phương pháp tuyên truyền, kỹ năng vận động, kỹ năng điều khiển cuộc họp, kỹ năng lập kế hoạch có sự tham gia)
- Người dân chưa nhận thức được rõ trách nhiệm quyền hạn của mình đối với cộng đồng XH ít được tiếp cận thông tin.
2. Các vấn đề cần giải quyết
• Đảng Cộng sản Việt Nam và Chính phủ Việt Nam cũng như chính quyền địa phương có các chủ trương chính sách pháp luật và khuyến khích các họat động nâng cao năng lực tham gia phát triển cộng đồng thôn bản, xóa đói giảm nghèo cho mọi người dân đặc biệt người phụ nữ và nhất là người dân tộc thiểu số. Cơ sở pháp lí để thực hiện dự án là: các chủ trương và chính sách về xóa đói giảm nghèo, đặc biệt là Luật bình đẳng giới vừa được ban hành.
• Công tác tuyên truyền Pháp lệnh quy chế dân chủ cơ sở và các chủ trương chính sách pháp luật của nhà nước tại các xã phường thị trấn hiện nay chủ yếu thông qua các kênh như : đài truyền thanh, lồng ghép mà chưa có các hội nghị hội thảo chuyên đề để nâng cao nhận thức cho người dân.
• Ở tỉnh Phú Thọ nói riêng, vùng Miền núi phía Bắc nói chung việc nâng cao năng lực về thực hiện quyền dân chủ cơ sở là chìa khóa để nâng cao vị thế của người phụ nữ dân tộc trong gia đình và cộng đồng. Bởi vì nguyên nhân quan trọng nhất làm cho vị thế của người phụ nữ dân

o Cooperative for support and consultancy on agricultural development in Ha Hoa - Phu Tho (abbreviation is HaDevA) was established in January 2005, It was founded by the core members of the cooperative / Founders include 3 staff who were already working out contract for GRET organization (Organization of technology transfer – French republic)
o Currently HaDevA have a legal entity of 12 staff belong to different speciality such as economic management, Agronomy, breeding-Veterinary, Forestry, Rural Development, Pedagogy and tourism management. People with the longest working experience is 32 years, who at least is three years, the type of average is 5 to 7 years.

o The management Apparatus of HaDevA built under the model of collective economic management under the Law on Cooperatives of Vietnam in 2003. Has administration leaders, Chairman of operating activities, with professional groups. The operation is supervised, checked by independent controller. Working principle of HaDevA is thorough obey participation and clear public management

Improve incomes and livelihoods, capacity building for community and local organizations, especially the weak groups (women, the poor, ethnic minorities, children .... .) on the basis of internal resources, potential and their participation through his advisory services and support professionalism in the field of community development, in industry, environmental and social.
Operating budget is taken from the following sources: Project of Non-Governmental organizations, businesses and the participation of people benefiting from the services provided by HaDevA.

II. SUBJECT PROJECT CONTENTS

1. Socio-economic conditions of the community:

My Luong Commune Yen Lap district, Phu Tho province has a total area of natural land is 3849 ha. The income of people from planting rice, planting vegetables and forest tree.

The eastern border Tieu Luong commune, Cam Khe district, the west border Van Chan district Yen Bai province, the south by Luong Son commune Yen Lap district, northern border Vo Tranh commune Ha Hoa district.
Total population are 5735 mouths, 1358 households, of which 746 households accounting for the poverty rate of 54%, 80% are ethnic Muong. It be commune special ardnously, there are 16 administrative areas that are enjoy 135 Government programs.
The three villages selected for projects impact include: Xuan Thang village has 41 households, the poverty rate of 78%, It has no National grid electricity. Ruong Cao village has 77 households, the poverty rate of 62%. Xe Nga village has 64 households, the poverty rate of 56%.

The current main problems of the commune include:

- The low cultural level, not that the home culture and home meeting of people.

- No radio speaker system.

- There are very few sources of funding for propaganda. There are about 12 million for the propaganda each year). Not organize the symposium on the grassroot democratic ordinance that mainly integrated into the village meetings.

- The socio-economic development plan and 135 programs plan by professional staff made without consultation of the people.

- The public works of 135 project isn’t people building maintenance plan, maintenance should be seriously degraded.

- The level of implementation of the policy resolutions, village conventions and conventions in the community reached only about 50 - 60% of the plan.

- Qualifications and cultural expertise of the village is low (2 officer at in-service university level, 4 officer at high-level, 13 officer grade 12/12)

- Participation of citizens in the implementation of the policies of the state law is still low.

- Campaign skills, propaganda enticing people to participate in the implementation of grassroots democracy ordinance still limited (propagation method, motor skills, the meeting control skill, Participatory Planning skills)

- The people are clearly not aware of their responsibilities and powers to the social community less access information.
2. Issues to be solved

• Communist Party of Vietnam and the Government of Vietnam as well as local authorities have policies and laws to encourage capacity building activities involved in the development of rural communities, poverty reduction for all people especially women and especially ethnic minorities. legal basis for implementation of the project are: the guidelines and policies on poverty reduction, especially gender equality law has been enacted.

• The propaganda Ordinance regulations grassroots democracy and the policies of the state law in communes, wards and townships today mainly through channels such as radio, which has none of the mainstream conference seminar to raise awareness for the people.

• In Phu Tho province in particular, the northern mountainous region in general to enhance the capacity of grassroots democratic effectuation is key to empowering women of ethnic family and community. Because the most important reason to make less the position of women because they understand very little about the law, therefore lack of self-control and unseft-confidence and ability to rise and participate in poverty reduction activities, community development is more limited.

The project if implemented will create a better patterns in a mountainous province in northern Vietnam on right to participate and play command role of women in development, the woman is known, are discussed, the check the work of the community and society.
3. Project objective

3.1. General objective

Raising awareness for staff at commune level, village and people on the Ordinance on grassroots democracy and the fundamental law from which to create conditions for people to exercise democracy in building rural self-government, socio-economic development and improve their lives, especially for the poor, Women Ethnic minorities ..

3.2 Specific objectives

1. Strengthening capacity for rural staff, Mỹ Lương commune so they confidence and actively participate in monitoring and implementing the Ordinance on grassroots democratic, building community self-management and ensure livelihoods.

Enhance the role and responsibilities of the Vietnam Fatherland Front in monitoring and encourage people to implement the Ordinance on grassroots democratic, building a rural community self-management model and support the poor and the weak participate in the democratic process at local level.

2. Encouraging implement production development plans, improve life both materially and spiritually for people, especially poor women in rural self-government.
3. Creativity project

Principles

Participation of citizens, government and mass organizations to encourage and facilitate the participation of women, the disadvantageous position groups are the basic principles and throughout the project

To attract the participation of staff at village seft-government in the project activities, especially training on the Ordinance on grassroots democracy

To attract the participation of people of the village self-government in project activities, especially training on the Ordinance on grassroots democracy and propagation of the fundamental law

4. The specific results and impacts directly:

Objective 1: To enhance the capacity of village officials, for My Luong commune to their confidence and actively paticipate in monitoring and implementation of the Ordinance on grassroots democracy, building community self-management and ensure livelihoods

Results for objective 1: After 12 months of implementing the project, three My Luong commune officers aware roles and their responsibilities should be more active in implementing the provisions of the ordinance on grassroots democracy; from that changes towards creating opportunities and conditions for people to exercise democracy, participation in activities to monitor the democratic process at the grassroots level.

Objective 2: Enhance the role and responsibilities of the mass organizations under the supervision Vietnam Fatherland Front and encourage the implementation of the Ordinance on grassroots democracy, building community self-management and support the poor and the weak participation in the democratic process at local

Results for objective 2: After participating in training staff organizations and unions under the commune Fatherland Front and village has a deeper understanding of the regulations for civil servants in the ordinance on grassroots democracy, the democratic rights, participation and monitoring role of unions staff in supervision and implementation of PL from the DCCS has changed towards assisting people to exercise democratic and effective participation in the monitoring and implementation of the ordinance on grassroots democracy, building rural self-government, encourage and motivate people, especially the poor to participate in the democratic process.

Objective 3: Encourage implementation of the plan to develop production, improve life both materially and spiritually for people, especially poor women

Results for objectives 3: After directly participate in the discussion, people complement, revise and build a plan implementing the convention / Village convention; Besides the people also involved to build village development plans and begin making development plans agreed

5. The operation of the scheme

• Organize the participation training for the people of the 3 villages on the Ordinance on grassroots democracy

5.1.3 Increase awareness of basic rules and working skills

• Organizing meetings, study conferences and propagation of the fundamental law for the commune, the core staff of three selected villages.

• Organize training on working method skills in facilities, executive meetings, drafting documents and mediation skills for staff of the three villages selected

• Organizing conferences, study seminars and propagation of the fundamental law for the people in three villages selected.
5.2 Enhance the role and responsibilities of the mass organizations Fatherland Front

5.2.1 Raising awareness for staff of the Fatherland Front, mass organizations at village, My Luong commune about the paticipation, roles and their responsibilities in monitoring and implementation of the Ordinance on grassroots democracy.

• Organized forums in commune about the roles and responsibilities of the Fatherland Front in the monitoring and implementation of the Ordinance on grassroots democracy.

• Instruct staff to participate to build content, monitoring plan and implementation of the Ordinance on grassroots democracy.

5.2.2 To encourage and facilitate for people to carry out democratic rights.

• To organize forums in residential areas about the implementation of democratic rights.

• To organize contest to learn about the Ordinance on grassroots democracy for the people / awarded to the collective / the best personal.

• Support to implement several community initiatives related to carry out grassroots democracy rights (encourage creative and effective initiatives)

5.3. Building residential self-management models and support people to implement residential socioeconomic development plans

5.3.1 Building village models / neighborhood self-management based on regulation of the Ordinance on grassroots democracy

5.3.2 Support people to build socio-economic development plan of village / residential

• Support people to build a plan of socio-economic development of communes, village / residential area in participatory methods.

• Organize the technical training on livestock, veterinary, farming and business for people in the countryside.

• Build some farm produce cultivation models using new variety and biology fertilizer in order to increase productivity and quality of cultivation, reduce abuse of chemicals, improving soil (SRI improvement rice intensive model , Integrated Pest Management IPM)

5.3.3 Summing up the experience and draw the moral from village / residential self-management

• Carry out in the village / neighborhood self-management, analysis and comparison with the initial survey results.

• Make the summarizing meeting to cast from experience about implementing the Ordinance on grassroots democracy and building rural self-governing

• Provide lessons on implementation of the Ordinance on grassroots democracy and building village self-governance to the Fatherland Front, Phu Tho province needed can compare and compare and apply to other places in Phu Tho province.

6. Sustainability in terms of organization and financing:

HaDevA is an organization with experience in area of community development, especially participatory methods, motor skills. Our organization can use a financial resources established from production development fund implemented training education activities for community, building models of sustainable agricultural livelihoods are made in the project .

Some difficulties may occur and how to solve while implementation schemes:

This is a very sensitive topic for local authorities, because for a long time habit of a not small unit of local officials have not actually follow the principles of grassroots democracy regulations "people know, people do , people discuss, people check ».

This issue, needs to be communication and advocacy from the provincial, district, commune and village in order to achieve unity with them (this content to be resolved in the activities organized workshops to share information between all levels in the community). Mobilize participation and coordinate implementation of the project of the Fatherland Front will contribute to the voice and aspirations of the people to the upper level, and promote increased responsibilities and obligations of citizens to society.

7. Ability to replicate:

Proposal is likely to expand greatly, because this matter is a lot of people and local authorities concerned, especially during development of market economy, capacity building and the right to Access to the community is the key to create successful and sustainable for society.

The framework of this project's focus as in a commune, three villages for resources and time are limited. However, ideas will be developped and continue to replicate in other villages in the commune, other communes in the district and other districts in the province.

Expected after 3 years can be replicated to 100% of villages of My Luong commune, 70% of communes of the district and 60% of districts of the province. Basis of making the figures are based on the implementation plan of the the Ordinance on grassroots democracy regulations period 2006 -2011 the province, district, commune and results of implementation of this project

8, Feasibility:

The objectives of the project in accordance with the contents of the competition regulations program this year.

Sources of funds is mobilized from many participants, activities that the project does not use funding sources too large, but take effect, the level and extent affect to impact object is very high as : training, education, communication, organized community group self-management, agricultural production advancement application model.
